SWIMMING ISSUE

Hello All.

I have two Goldens, Jazz who is now 9 and her brother Merlin, who is just one. They both love swimming but if they are in together Merlin will try and get on her back, almost as if he was trying to hump her, if they were on dry land. However, he will go as far as climbing on to her head and has forced her head under the water, albeit briefly. Can anyone advise me what I can do to try and stop this or why he might be doing it? He doesn't bother her at all when they are on dry land and they get on really well. If they are in the water I am limited in what I can do. At the moment they are having to swim separately, which is a shame. Jazz is such a placid dog she won't growl or bark at him.
